Ministry of Defence Puts Concept of Social Support for Military Personnel and Their Families Up for Discussion
The Ministry of Defence of Ukraine, together with the General Staff of the Armed Forces of Ukraine, has developed an updated concept of social support for military personnel and their families.

The Ministry of Defence of Ukraine, together with the General Staff of the Armed Forces of Ukraine, has developed an updated concept of social support for military personnel and their families.
This was reported on the website of the Ministry of Defence of Ukraine.
The document was put up for broad public discussion in order to collect proposals from military units, support services, defenders' families, state bodies, communities and civil society organisations.
Comments and proposals on the draft can be sent by 13 November 2026 inclusive to the email address K.Skorokhod@advisor.mod.gov.ua.
“We have already presented the draft concept to those who will implement this model on the ground — civil-military cooperation specialists, in particular support services from operational commands, corps, brigades, territorial recruitment and social support centres (TCCs) and training centres. 172 representatives from the military took part in the discussion. It was important for us to hear them and take their proposals into account before finalising the concept, which will change their work. We will take everything we heard into account”, — said Deputy Minister of Defence of Ukraine Liubov Halan.
The new model provides for a guaranteed basic level of social support for every serviceman and his family — regardless of the place of service. The Ministry of Defence notes that currently support is mostly focused on responding to difficult circumstances, and access to it may differ depending on the capabilities of a particular military unit and region.
According to the draft, support services in military units are to become coordinators of assistance. They will identify the needs of military personnel, involve the relevant units and see requests through to resolution. If an issue falls within the competence of another body or institution, specialists will help establish interaction with them.
How it is planned to support military families
For the families of military personnel, the concept provides for the creation of Support Centres at the level of TCCs. They are to become the main point of contact from the moment a person joins the military and throughout his service.
At such centres, it will be possible to receive a consultation, find out whom to contact and, if necessary, get assistance with preparing documents. Access to information and services is also planned to be simplified through digital solutions and hotlines.
After military service ends, support is to continue in cooperation with the civilian veteran support system. This should ensure the continuity of assistance during a person's transition to civilian life.
At the same time, support services will not replace civilian bodies and not take over the functions of other institutions. Their task is to help a person find their bearings, coordinate interaction and not leave them alone with a problem. To this end, it is planned to introduce uniform standards, interaction algorithms, training of specialists and a digital system that is meant to reduce bureaucracy.
After the public discussion ends, the Ministry of Defence will refine the concept. It will become the basis for preparing the Strategy of Social Support for Military Personnel and Their Families.
